A rule can look clean on paper and still fail outside the largest markets. Rural Alberta needs enforcement that can reach highways, small towns, online sellers, and unlicensed supply.
Bill 208 should be tested against actual community conditions. If a legal adult product disappears from inspected stores in smaller communities, people do not necessarily stop looking for it. Some will drive farther. Some will go online. Some will find unlicensed sellers.
That is why rural access belongs in the review. A province-wide rule needs province-wide enforcement capacity.

Track illegal products moving through delivery, social selling, and informal resale networks.
Measure whether lawful adults in smaller communities lose practical access while illegal sellers remain available.
Community policy is strongest when it starts with the places where the rule will actually land.
